On October 29, Wu Wei, director of the machinery division of the National Development and Reform Commission's Industrial Development Department, said at the Deqing 2020 Global Future Travel Conference that the New Energy Vehicle Industry Development Plan (2021-2035) may be announced next week, and that electrification and intelligence have become irreversible strategic directions for the development of China's auto industry.

Soon, the news sparked widespread attention. Today, also at the Deqing Conference, the timing of the release of this plan was further clarified publicl.

On October 30, Que Shifeng, deputy general manager of State Grid Electric Vehicle Service Co. said in a public speech at the Deqing Conference that the New Energy Vehicle Industry Development Plan (2021-2035) will be announced next Monday, according to 21jingji.com.

The plan mentions that China needs to increase key technology research and encourage innovation in the development of vehicle operating systems and power batteries, according to the report.

It said China will support the deep integration of new energy vehicles with energy, transportation, information and communication and other industries, and promote the mutual integration and collaborative development of electrification and network connectivity and intelligent technology, as well as the docking of standards and data sharing.

It also said that it is necessary to strengthen the construction of charging, battery swap, hydrogenation and other infrastructure, and accelerate the formation of fast-charging-based highways and urban and rural public charging network. Financial support will be given to the construction of charging stations as public facilities.

It said the country will encourage the development of battery swap model application.

It is worth noting that, in battery swap model, Nio is the only one to provide this service to consumers.BAIC New Energy, Changan New Energy and Geely also have this model in place but they currently providing battery swap services to taxis and ride-sharing vehicles only.

BAIC New Energy also partially serves the battery swap needs of individual users, and Geely has revealed that the battery swap station may be open to individual users in the future.

The above-mentioned plan also said there is s need to encourage the strengthening of international cooperation in the field of new energy vehicles.

In addition, policy support for the use of new energy vehicles in public services should be increased.

Official statistics show that by the end of September this year, China's car ownership has reached 275 million vehicles, China has actually become the world's largest car ownership.

Wu Wei believes that with the trend of automobile consumption upgrade and update further obvious, as well as the income level, middle and high income groups further growth, the future car replacement, increase purchase share will further expand, popular consumption still has a large room for expansion.

He expects the auto industry can also maintain stable and sustained growth for a longer period of time, while the strategic transformation and quality improvement is more obvious.
