On April 7, China's Ministry of Industry and Information Technology began soliciting public comments on a smart car management regulation, which mentions that smart connected car manufacturers should collect, use and protect personal information in accordance with the law.

Such companies should implement data classification and grading management, develop important data catalogs, and not disclose sensitive information related to national security.

Personal information and important data collected and generated during operations in China should be stored within the country in accordance with relevant regulations. If it is necessary to provide it outside China due to business needs, it should be reported to the regulatory authorities, the document said.

Previously Tesla had been questioned for its data collection practices in China, and then Tesla CEO Elon Musk said he would never leak the collected data to any country.
